Burlington Expands Richmond Footprint with New Parham One Location

A new national retail addition is on the way to Henrico County as Burlington prepares to open another store in the Richmond region.

The New Jersey-based off-price retailer plans to take over a portion of a vacant anchor space at Parham One shopping center, located at 8151 Brook Road. The store is expected to open this fall.

The new location will occupy approximately 23,500 square feet, carved out of a larger former Big Lots space that has sat vacant since the chain’s closure at the site. An additional 13,000 square feet remains available and is currently being marketed as a junior anchor space, signaling potential for further retail activity at the center.

Parham One already hosts a mix of service and quick-service tenants, including Popeyes and CenterWell, and the Burlington addition continues a broader repositioning of aging retail centers across the region.

This marks Burlington’s third recent expansion in the Richmond metro area. The company opened locations at White Oak Village in eastern Henrico and Meadowbrook Plaza in Chesterfield in late 2024. With this addition, Burlington continues to deepen its presence in suburban corridors where large-format retail vacancies are increasingly being subdivided and repurposed.

Nationally, Burlington operates more than 1,000 stores, positioning itself as a key player in the off-price retail segment alongside competitors capitalizing on shifting consumer spending habits.

The move also aligns with a wave of national retail activity in the region. Hobby Lobby recently sold the building housing its Short Pump store, while thrift chain Savers is planning a two-store entry into the Richmond market.

The Bigger Picture

The redevelopment of the former Big Lots space reflects a wider trend: large, single-tenant retail footprints are giving way to smaller, more flexible configurations. For suburban shopping centers like Parham One, that shift is less about decline and more about adaptation—reshaping retail to match current demand.
